Foundations of Learning
Ross Local School District is proud to offer a tuition-based preschool program at Morgan Elementary, providing our youngest learners with a strong start in a nurturing, engaging environment.
We are honored to welcome our preschoolers and their families into the Ross Local Schools community. Our staff is dedicated to helping children build the foundational skills they need—academically, socially, and emotionally—to thrive in kindergarten and beyond.

The Ross Local School District offers two kindergarten options for families. For parents seeking a full-day educational experience, we provide a tuition-based all-day kindergarten program with limited availability. As an alternative, the district offers a no-cost half-day kindergarten program. Due to the limited spots in the all-day program, families are encouraged to enroll early during our February–March registration period each year.
We are honored to welcome our newest students and families as they begin their educational journey with Ross Local Schools. Our kindergarten staff is passionate, experienced, and fully equipped to build the strong foundation every child needs for a successful school experience. We take pride in creating a warm, engaging environment where young learners feel supported and excited to grow.
Children are eligible to enroll in kindergarten if they will be five years old on or before August 1 of the school year in which they plan to begin. Be sure to follow us on social media and visit our website in February for the most up-to-date information about the enrollment process.
The Ross Local School District is proud to offer Federal Title I services through a targeted assistance model, providing focused reading support to eligible K-4th grade students. This program provides explicit and systematic intervention to ensure every child has the opportunity to succeed academically.
Participation in Title I services is based on identified needs and follows specific program requirements designed to maximize student growth. The Every Student Succeeds Act (ESSA) acknowledges a “Parent’s Right to Know” information related to the Title I services, such as teacher qualifications and assessment requirements. Please contact the Title I Coordinator for more information.
The Ross Local School District is committed to meeting the needs of its gifted learners in grades 3-12 by adhering to all state guidelines for gifted education. In alignment with these guidelines, the district utilizes a cluster grouping model in grades 3-12 to provide differentiated instruction and enrichment opportunities within the general education classroom. This model strategically places identified gifted students together with teachers trained in gifted strategies. As students transition to grades 9-12 at Ross High School, the district recognizes the importance of student voice and provides flexibility through student choice in the selection of advanced coursework, including Honors and Advanced Placement (AP) options, allowing students to pursue their specific academic interests and strengths. This approach ensures that gifted students receive both targeted support and the autonomy to shape their high school academic pathways.
At Ross Local School District, we believe that investing in our teachers is investing in our students. Because Teaching & Learning is at the heart of everything we do, we prioritize ongoing, high-quality professional development for our educators. We recognize that teachers are the single most influential factor in a child’s educational experience—and we are committed to equipping them with the tools, training, and support they need to succeed.
Our professional development program is designed to be timely, relevant, and rooted in research. From the latest instructional strategies to innovative technologies and proven classroom practices, our teachers engage in continuous learning that directly enhances student outcomes. By empowering our educators to grow and lead, we ensure that every classroom in Ross is a place where students thrive.
We also believe in the power of collaboration. At Ross, professional growth doesn’t happen in isolation—you’ll often find teams of teachers meeting weekly, and sometimes even daily, to plan, reflect, and learn together. This team-based approach allows us to live out our belief that every child is the responsibility of every teacher, creating a unified learning environment where all students are known, supported, and encouraged to succeed.

Rigorous & Relevant Curriculum
At Ross Local Schools, we believe technology should enhance learning—not replace it. As a 1:1 district, we equip every student in grades 6–12 with a Chromebook laptop, power adapter, and carrying case to support learning at school and at home. Students in grades K–5 are also issued a Chromebook to use in the classroom, ensuring that even our youngest learners are building digital skills in a supportive, structured environment.
Our dedicated instructional technology team works alongside teachers and students every day to integrate technology in meaningful, engaging ways. From digital collaboration tools to interactive learning platforms, our approach to technology supports academic growth, creativity, and future readiness.
At Ross Local Schools, we are committed to providing a high-quality education aligned with the learning standards established by the Ohio Department of Education and Workforce (ODEW). These standards ensure that students across the state are being taught the essential knowledge and skills they need to succeed in school and beyond. State testing plays a vital role in this system of accountability by offering a consistent, standardized way to measure how well students are mastering these expectations—and how we, as educators, are supporting their growth.
Students in grades 3–8 participate in annual testing in English Language Arts and Mathematics, with additional Science assessments in grades 5 and 8. At the high school level, students take end-of-course (EOC) exams in Algebra I, Geometry, English Language Arts II, Biology, American History, and American Government. These assessments help us monitor student progress, identify learning gaps, and continuously improve instruction to meet the needs of all learners.
In addition to state testing, we also use Measures of Academic Progress (MAP) testing throughout the school year. MAP provides us with reliable, timely data that helps track student growth over time—regardless of where a student starts. This ongoing assessment allows us to make informed instructional decisions and ensure that every Ross student is progressing on a path to success.

Ross Local Schools is proud to offer both Advanced Placement (AP) courses and College Credit Plus (CCP) opportunities, giving students the chance to earn college credit while still in high school. These programs are designed to challenge learners academically, prepare them for post-secondary success, and provide meaningful cost savings for families by reducing the need for college coursework after graduation.
AP courses follow a nationally recognized curriculum and culminate in an exam that may earn students college credit depending on their score and the college they attend. College Credit Plus, offered in partnership with local colleges and universities, allows eligible students to take actual college courses for dual credit—counting toward both high school graduation and a college degree.
